My take on this (my 2 cents fwiw), they expanded the meaning for unauthorized disclosure, misconduct before the FISA/FISC court, and increased the penalties for both offenses and specified them as “criminal acts”.
It also says that Bill Barr has 180 days after the passage of the bill to review all FISA cases for accuracy!
And there it is, we already have identified cases where FBI agents were acting improperly and were never punished, just let go, so the cases where never completed.
I think this is where we are going to see the arrests come from.
