My red-pill wife came up with a theory instantly - she suggests that the shooter knew he would be dispensable to the CIA immediately after he would have gone through with it and got the police involved to SAVE HIS OWN LIFE. Protected by police custody.

Not a bad theory. It makes his story makes sense.

If true, he's now got nothing to lose and could easily cooperate with authorities. Imagine the stories he could tell.
