If the NG is managing a quarantine zone, their own base is going to be OUTSIDE the zone. What better place than nearby Westchester airport where all the private jets are parked.
I think we need to focus on what the NG are doing nearby. What roads will end up controlled. Where will the existence of an NG supply convoy be cover for a military op.
They are going to be bringing in supplies for the people as well as sanitization supplies. There should be lots of activity nearby but outside the zone.
