I can imagine the coronavirus story as a cover for cooperators to give themselves up and go into custody, without having to explain why they are not working or appearing anywhere. All those sealed indictments are real, and Q hinted that at least some of them knew they are indicted, and some decided to cooperate. Maybe they were allowed to remain in society until a predetermined date, like March 15 2020, and then under a public cover story they must give themselves up and start serving an already arranged prison term (except "For those who decide to save the taxpayers some money" and decide to suicide instead).
Another poissibility is that the bad actors are using this as their perfect excuse for disappearing from society to escape to their bunkers underground or in other countries, away from the justice that we know is coming.
