An inscrutable B.C. Court of Appeal decision closing the door on the public in a securities investigation has raised a legal quandary that will face the Cullen Commission into money-laundering.

The province’s high bench took the rare step on March 4 of sealing and anonymizing a case because of the nature of financial investigations and the potentially devastating effects on targeted but innocent individuals and companies.
