What are states, communities and FEMA going to do that requires billions of emergency funds.
Person gets sick, goes to Dr. is tested and treated if necessary. For most, health insurers pay the cost. What are the additional government costs if people are quarantined in their homes?
So far , groups of travelers have been quarantined on military bases. So DOD is covering the extra cost? If Trump gets companies to continue pay for people who can come in to work, local governments have no additional cost.?

Fortunately, most of the $ in the original $8.5B bill is reimbursement of costs. Which means the local government has to expend funds and provide documentation to the federal government as to what it was for and that the amount was reasonable. Not just millions and billions of $ of slush funds for stupid governors like Newsom.
