ANNAPOLIS — "A bill that would make strangulation a first-degree assault passed the Maryland House of Delegates, marking the first time that such a bill passed at least one chamber of the General Assembly.
The bill, which would include strangulation as a first-degree felony, passed the House 138-1. Del. Shaneka Henson (D-Anne Arundel) voted against the bill."
