Phil Nichols has been a longtime leader in the Democratic Party in Muncie and Delaware County. He is a former Democrat Party chairman and a former city councilman. He also worked for many years as a Muncie firefighter.
Phil Nichols was one of many people mentioned in a sentencing memorandum filed in 2019 by U.S. Attorney Josh Minkler
Jess Neal has been a longtime Muncie Police Department officer and investigator. He had served as the professional standards officer for the department but no longer fills that post.
Neal had also worked for then-Delaware County Prosecutor Jeffrey Arnold on a part-time basis as an infraction deferral coordinator. He resigned from his job on Arnold's staff after FBI agents raided Neal's home in September 2018.
