The Executive Order was just before the official influenza season, Sept 2019. The EO addresses influenza but did not mention the specific corona strain.
Sounds like President Trump believed CDC should perform their responsibility to prepare and monitor for influenza and other diseases. Meanwhile, Congress was failing in its responsibility to provide appropriations before the fiscal year. Appropriations were not passed until Dec 20 and reduced amounts for line items associated with the flu.

ThanQ, Already had the diggs and just left the CDC website so knwe the seasonal start details. To me, looks like President Trump knew Congress would be derelict and had to go the EO method so what funds available to CDC could be re-purposed.

Near bottom of the webpage is the graph "Pneumonia and Influenza (P&I) Mortality Surveillance" and select "View Chart Data" to open the excel spreadsheet. The typical flu season begins late September (week 39/40) into the following year (after week 20 drops off).
