RE: the phones
IT's looking like the newer handsets offer spam call reporting, at the carrier level.
It gets reported to Google too, if you haven't denied permissions to your data, but the important thing to remember is that android 9.x+ has parallel systems on it:
One for your carrier, and one for Google itself.
They did it to:
The phone app
the messaging app
the early alert warning system.
If you deny permissions to Google, all of those still work at the carrier level ;)
