Well, it might me blinking Morse but if so the sender's fist is awful.
Here is what I got after slowing it to 1/2 speed and trying to figure out a reasonable threshold for dot, dash, space and letter spaces.
Also the right side had incomplete spaces where the bulb didn't completely extinguish.
