Well, it might me blinking Morse but if so the sender's fist is awful.

 

Here is what I got after slowing it to 1/2 speed and trying to figure out a reasonable threshold for dot, dash, space and letter spaces.

 

Also the right side had incomplete spaces where the bulb didn't completely extinguish.

Mainly, in these clips, it looks like gibberish but maybe someone has more skill decoding hand-sent signal lamp messages.
