So, just a thought…

I'm not fully up to speed on the Stafford Act, but I've seen it talked about pretty often, and understand the it's important to 'the plan.'

That being said, POTUS just mention that he hopes that we won't need to use the Stafford Act under national emergency for too long, but that it's giving them some 'very important powers that are need to finally get rid of the virus.'

I had a thought…

Were [they] forced to make the CV play?

If so, was it so that the Stafford Act could be activated and used against [them]?

What, in the act, is the focus or leverage?
