This CV outbreak is not the storm or the big event.
This is the test run to have infrastructure and response in place for something bigger.
I believe by allowing the media to hype it, they have enabled the average person to also be prepared and have extra supplies on hand.
This will reduce panic when the storm actually occurs. Mental and physical preparation helps reduce panic.
