according to alan bender, it was a shakedown. kushner threatened to "sick his dogs" (UAE & SA) on Qatar if they didnt pay up. Qatar said it was a terrible financial investment but saw it as a good investment into their goal of controlling the white house. theirs no actual deal made, but Qatar thought of it as an ace up the sleeve that they could try to play at a later date.
