I think everyone can admit the origional plan morphed dramatically from the first blueprint. There are only 2 explanations.
Either this is a complete pysop like you're postulating. Or there was a lot more leverage and fail-safes in place than the patriots had originally anticipated. They changed course from blitz to sustained incremental warfare to avoid unacceptable casualties. The scope of subversion and the activation of assets is something I don't think the Q team hadn't originally anticipated. It took a long time to get to this point, a few more years is a small price to pay for deliverance.
