I think what Q is saying here is that "The Shills" are coders, who do not use Apache which is Free and open source software. Ergo, they are using licensed software, of which the most widely licensed software platform on the planet is Windows.
The shills are from Microsoft or are using microsoft software…which is the vast majority of NIPR and SIPR machines on the gov'ts various networks. Microsoft Windows software development and the Internet go hand in hand. Who would know about ALL the exploits built into a software system?
