Building was previously owned by Vanderbilt. They probably stopped the development of the building because of all of the victims that are buried there from decades (century+ ???) of satanic ritual abuse and sacrifices that occurred within the walls of that building. And with all of it, there is probably an entire area of the building dedicated to these practices, eg; for example the Vanderbilt pool pictured in Podestas artwork, …killing field…
