You can substitute vegetable glycerine in for glycerol, same concentration. Skip the water.

The overall goal is that you get the alcohol v/v above 60% and you have some kind of moisturizer or emollient to counter the leeching/drying action of the alcohol.

 

Don't bother making it unless you have a hydrometer to test it though

Mostly because it's illegal af

need permits etc

Plus think about this- If the FDA knew about your product, would they want to regulate it?

If yes, you're breaking the law by selling it without their say.
