I'm just talking out of my ass here, but I think it could be helpful if landlords realized it's safer to rent to the locals than to the migrants.

 

Landlords can have economic pressure on them, if the only paying prospects are migrants, and the state won't let you turn them away arbitrarily. But maybe they can work with the locals to ensure all their units are occupied / rented. Communities have to pull together, and landlords / building owners don't get to opt out of it.
