Cuomo is telling businesses to voluntarily shut down as he strongly suggests they do instead of making it mandatory. Many will have insurance coverage for the loss of business if the Government mandates the shut down.

He needs to be called out for protecting insurance companies. Businesses would be entitled to that coverage they have paid towards for years
