US Army Defender 2020 called off?

Troops being withdrawn but equipment stays? US Mil has been shipping massive amounts of tanks and all kinds of ground vehicles for almost 2 years now to Germany & Poland. Not to mention the largest shipment of ordanances in decades shipped over.
