At one time, it was done on a local level by having a strong sense of community. In churches, schools, veteran's clubs, etc. Person-to-person. Now people don't even talk to their neighbors. That's what needs to get fixed. Then you don't need some asshole on the state or federal level offering you free shit. Oh, and stop the fucking cabal funded crises every few months.
