He’s only working with the IRS on point 2, which is interest-free and penalty-free 90 days for those who owe taxes.

Points 1 & 3 are working with the Fed for the stimulus package money for businesses and workers. Hopefully they won’t tax it, but back in 2001 Bush did the same thing and sent checks to individuals after 9/11 and it was not taxed.
