But how do you meme that?

You don't meme it directly.

You create the IDEA that there could be a hidden enemy.

What is the enemy? Let viewers ask themselves. Plant the idea now, and POTUS will gradually reveal more and more info to the public that will eventually put 2+2 together.

 

A meme does not always have to be an explicit bludgeon. It can be symbolic.

Basically, they get a predictable amount of blood donations during ordinary times, which are needed by people needing emergency surgery etc.

People aren't coming out to donate blood b/c worried about coronavirus.

 

That's the overt explanation.

There may be a more sinister explanation as well.
