Actions in the USA are mostly about cutting the flow of embezzled money into their coffers.
But the big battle is being fought with the Fed and other Central Bank actions.

Trump has even been asked about this and he said that what he was doing was about RESTRUCTURING.
Restructuring the Fed might look like all interest payments flowing to them and then into the Treasury where it supports o% income tax and a program of infrastructure rebuilding.
