Not thinking the charts would do much good. Board of Inquiry found material and training deficiencies existed aboard at least one of the Arleigh Burke-class DDG's. Apathy had developed regarding inoperative equipment and training for Watch Standers lacked certain aspects of simple Rules of the Road and Seamanship.
Add to that I have begun some focused tracking on particular vessels. Port calls are getting logged in a 3-ring binder with date and time included. Objective is to track for minimum 90 days to better determine patterns. 23 vessels and seven yachts included so far, will be adding others as I keep scanning the 26 ports on the Watch List for potential baddies. So far 3 ships look a bit "off" but could be poor reporting at the harbor, we'll see.
