Don't dismiss good old CB, assuming you live near population center and or interstate. How about a scanner, or multi-band radio able to tune in municipal comms, local police and airport ATC chatter?

Of course, with CB or scanner, you're still limited to local comms, which still might be useful because they will be communicating info given to them from distant sources. There won't be any radio silence order issued, so the airwaves will be chattering heavy.
