I understand your point about AU as in auto, but there is no au in Benghazi, therefore, I am reading it as the H being pronounced as in HA, as opposed to the H in Hour being silent.

If the HA sound is there, sounded in BengHAzi, then that could sound similar to the AU in auto. But, there is no u there.
