USMC activated under POTUS, which he absolutely can do right now, to assist NG in various locations = insert_key (POTUS' authority or situation which allows him to exert that authority)

at first when the polite request to criminals to kindly refrain from crime until a later date (kek) gives POTUS the key to insert, as you quoted. It also affords military tribunals because normal civilian courts will be in no position to try high profile cases that would polarize the nation and/or cause unrest.
