This is a set up to make us accept The Chip.
If they were chipped then the money would automatically be deducted from their bank accounts. It they didn't get over drawn then they would have to pay it back with interest.
Once everyone is chipped and their every move is tracked then there is no stealing bc every thing they take is a debit and the store gets a credit.
