We must engineer a new kind of network that is a utility ie owned and controlled by users.
We the People set the network policies. A new network safe and secure for all because it is secure from all, including the people who build it.
Anonymous insecure networks (like the internet) cannot support civilization.
The network that connects us all is the foundation of civilization.
If it is irremediably insecure and anonymous (as the internet is by design) any ill disposed individual or group can introduce unrecognized error(s) into data.
Unrecognized error accumulates in memory and causes mistakes of increasing magnitude when used in calculations.
Eventually it becomes impossible to tell what is real, true and important from what is trivial and false.
We are at that stage now.
We know how to build a secure network, we haven't because the internet was designed to be insecure - the intelligence agencies manipulated key technical decisions to insure this would be so.
Vint Cerf talks about that here. IPv4 was a DEMO protocol, had/has unencrypted headers etc.
