The story I heard going around at the time of the OCare decision was that the kids are of Irish extraction, however the adoption was executed through a Central American country.
The explanation given for the suspicions of adoption chicanery was that Irish heritage children can only be adopted through agencies in Ireland.
Don't know if that's true or not, just recalling what the scuttlebutt was back then. Maybe someone in the know can chime in.
