The WHITE HOUSE plaque is used when the speaking is not just the President.
Since most of the people speaking are NOT the President, it is more appropriate for the WHITE HOUSE plaque to be on the podium. It is a matter of protocol and also respect for the other Cabinet members and professionals that are also speaking and answering questions.
Protocol is not something most Americans know about, but there are set rules and procedures, and this is one of them.
It's simply a matter of set protocol.
