Art of the deal 101. ask for moar than what you want. this way the other party will negotiate down to your targeted outcome. suspension of habeas corpus will not happen imo. i dont see the benefit of closing the courts. but it will allow for other reforms to be agreed on. wonder what else is in there.

i think it can be made public at anytime after a grand jury has agreed it containes sufficient evidence to support criminal charges. but if you have multiple indictments indicating a conspiracy of criminal activity, you dont release any of them because it could reveal to possible conspirators who and what you are investigating.
