The wormwood needs to be extracted by ethanol.
Take 96% alcohol like everclear and dilute to 80 percent ish.
Soak the wormwood in the alcohol for 12 hour or so,
Dilute to 40-50%
Then distill and collect as much as you can until it tastes really bad.
Blend with glycerol and peroxide per who standards.
I would use an atomizing top on an HDPE plastic bottle.
The atomizer concerves the solution by using a minimal amount needed to work. A couple pumps and rub. You're good to go.
A 4 oz bottle should last a health care provider quite a while.
Adding anise and fennel will sweeten up the sanitizers smell as wormwood can be very bitter and vegetal.
