This is outrageous. It is becoming obvious that government agencies that are supposed to serve the American citizen care little about Americans. They apparently view their constituents as the rest of the world. The same for Congress. In this time of crises Congress continues to push h1, h2 and h5 visas at the behest of their corporate donors and the American public be damned. If this was war they they would be considered traitors They need to be treated accordingly.
From my experience Indians will let the American do all the work but surge to the front in taking credit and self-promotion. Once an Indian manager is hired, the remaining Americans will be sidelined, furloughed and phase out, as production and performance metrics are completely deregulated into a Boss Haji Good Old Boy system Indians adopted from Brahmanism and British Raj.
No American will ever be hired by an Indian manager, or if they are, they will carry all the work burden and all of the blame. Last year I was brought into a contract as expert technical lead for a team under an Indian manager, the most exhausting years of my life, dragging all that dead weight. The project went flawlessly, for the most part, they wanted another one, then Trump Virus wiped it out in a day.
Forget it, I heard the same excuses for the last 30 uears we have to vote GOP no matter what. And what has it gotten us?

I am in IT. A VP. I simply will not allow my directors and managers to hire them. Yes, for some I hire people without a BS/MS/Ph.d degree, and train them for some time. But once I do, they stay, and surprisingly are more productive than some more highly educated. Why? Perhaps they are grateful, did not have proper guidance on the value of education at a young age, other reasons. But once they get the IT bug, they work overtime for free, and are honest and hard working. Took a while to learn, but when I saw the results, have never looked back.
