What you are refering to is the urban african american gheto criminal population that heavily depends on welfare and subsidies to maintain their way of life while they disregard traditional ways of providing for themselves and for their families and instead turn to petty crime and organized drug pushing activities to make money.
Unfortunately since they are a sort of protected class right now in terms of certain political - media establishment groups so anytime one of them gets shot doing something stupid like stealing or trying to fight a cop all hell erupts.
It's a culture war and certain faction(s) are intentionally trying to disrupt and undermine the african american culture, communities and established ways of life since the 60s.
