There's an effective treatment, criminals should typically stay in jail. You can tell the prisoners that they're staying in jail. You should give them the option of getting the HCQ + AZ immediately, and then the HCQ as a preventative, whether they have it or not, it'll keep them from getting it. This is not a problem that requires criminals being let out of jail.
