Since I've spent a long time in law enforcement at the command level, I don't need to be told.
First, most cops DON'T dress like that. Patrol and plainclothes are it.
Second, the SWAT guys will, if you let them, go overboard because they love that shit.
That's why a lot of departments purchased surplus Mil MRAPS. Then they discovered that they cost a shit-ton of money to maintain and there was no use for them…last time I checked, no one is mining the roads in America.
Some departments - proud to say mine was one - were offered the opportunity and passed.
The SWAT guys need a lot of the gear you see. They go into situations you wouldn't believe, until you have seen it. And the BEAR is actually a smart vehicle - it's armored so it can get close to a shooter and protect the cops inside, be used for evacuations of civilians under fire, and hide behind. That's pretty much it.
No need to pull an LASO and get a tracked APC just for shits and grins.
What your asking me tells me is that you don't know quite enough about the situation, though. Most of the departments that bought MRAPS got rid of them after they spent about 6 months figuring out they had no need for the fuckin' things. Some people are smarter than others.
