I think it's both. Two strains, 1 with severe mortality, the other not.

Was one released to provide immunity against the other? Ever watched forest fires being fought with setting backfires that can be controlled? Is the lesser virulent highly responsive to anti-malaria agents? Looks like it is.
I have questions, but no definitive sauce on one being released as counter measure to the other.
Secondly, using media's Pandemic hype allows to protect citizens/kids during round up. In addition, following procedure prevents spread of L form if it truly is here, or gets access to continental US by nefarious means. AND procedures are in place to counter other potential biowarefare organisms the cabal would want to throw at us.
In other words, (they) shot their wad, military countered and then used the mockingbird media to get citizens to comply with protocols to protect the US from further threats. My current theory I reserve the right to change upon further information.
