Shelter in place is being enforced in my town in IL.

I have an adult son working at a local truck stop and his hours had him out on the road at 4:30am. He was stopped on his way home and questioned as to why he was out. He has been given a pass paper due to work and was allowed to continue, but when stores are shut they are stopping everyone here he was told. Trying to get the idea that shelter in place means stay home.
