After experiencing the past couple weeks, I'm thinking this needs to be revived and expanded.

Every community should have stockpiled supplies to use or share as needed, acquired through grants and donation. Companies can develop contingency plans to provide services and goods. Every Rail/truckyard, airport and shipppng terminal could have containers or pods ready to go. I could go on, but I won't.
