What’s the best way to neutralize a deep state-run municipality?

Shutdown.

Yes they will qualify for Federal Aid through decelerations of emergency. Butt… guess what else is getting shut down within these municipalities? [Their] revenue streams. Yes street cleaning is important but the fining systems are corrupt. Yes public works projects are important.. but not if money is being laundered. Yes, the municipal/corporate relationship building projects are important if there is no corruption.

EVERYTHING has stopped. Projects shut down. Emergency only. For good reason.
