POTUS (and others) have addressed this multiple times in the last few pressers. If the states realize that they are bidding against the federal government, all they have to do is pick up the phone and make a call and the federal government will cancel their bids. POTUS has acknowledged that states will get their supplies faster if they order it themselves instead of getting it through the feds, so he has ordered the states to get priority if a bidding conflict is made known.
So at this point, any governors bitching about the feds outbidding their state are only doing so because they are unwilling to pick up the phone and make the necessary calls and want to have something to blame POTUS for. And if you're the media (yes you, Eliza) and you're peddling this fake bullshit, you are doing so knowing that a solution to this has already been laid out.
