There are in-game chats in practically every game with online play, and on PS4 and Xbox you can create chat parties no matter what you are doing with the system, even watching netflix and streaming.
I was looking for some images one day and ran across that, and made this from it.
Says it only got a Japan release, but its probably on windows or something else by now
