Construction and haevy construction work is non-essential yet cement and concrete manufacturing is essential… as a civil engineer, wonder what they need that much concrete for?
Coal mining is also non-essential, although PA has numerous coal plants, fortunately there are short term stockpile because the RR is not hauling much coal.
