Years ago while still on active duty (US military), I had to complete a course on Acquisitions. Not the most interesting course but necessary for my job at the time. One thing I learned is that the word 'shall' is binding in contracts. If the word 'shall' is used then it must be done, especially within the context of a contract. If 'will' is used, then it may or may not be required.
This was important because it's always '…the Government will…' allowing them the option to change. But it was almost always '…the Contractor shall…'.
Plus, the Ten Commandments state 'Thou shalt….'
Q used the word 'shall'. Not saying this is a contract. But Q could have used 'will' which is more readily used in language.
'Gold shall destroy FED.'
