Good theory. The good folks report to a "medical confinement" location, which turns out to be a secure position for their own protection, while The Plan is carried out. And it explains why they are not seen at work or in public for a while.
Also the bad guys willingly report for their "medical confinement", instead of us needing to chase them down. Then they find out too late they've gone into custody and no longer have any chance to flee. And it gives a plausible story to the public about where they are, until DJT is ready to reveal the whole truth.
