EU preparing the public for '10 Days of Darkness" Part II?
Could this be the narrative [they] are building to justify the shutting down of the web?
Notice the cabal controlled co.'s involved:

EU industry chief Thierry Breton has also urged streaming platforms to free up bandwidth for healthcare needs and distanced learning.
Facbook (NASDAQ:FB) is the latest to "reduce bit rates for videos on Facebook and Instagram in Europe," joining Netflix, YouTube, Amazon and Disney in downgrading their video quality."
The narrative push would sound something like this… the internet infrastructure is overwhelmed now that the EU's biggest economies are in mandatory shut down/enforced 'social distancing'.
Then [they] could even 'ration' the time an individual has on the web everyday, protecting that much needed/limited bandwidth in order prioritize COVID-19 healthcare info transmission & edu for all the kids staying at home, etc.
Same narrative could be applied in the States… everyone at home, or those under mandatory lock down in the high population states in CA, NY, ILL, OH (?) have overwhelmed the national broadband infrastructure, so it has rolling shortages… until it just goes dark.
