I think the blackout will be all social media. Some streaming like nextflix and others. Online gaming. They will blame it on flooded use with so many people at home. Essential internet will remain. Banking hospitals business moves on. Perhaps this is why the google search changed. Eliminate even more distractions, and people have to learn how to dig. And not be told.
